The only thing that has changed recently is that CPN numbers need to be safe scanned in order to be effective. Social security numbers were never meant to be used the way the are and you have a right to keep them private. Credit bureaus are FAMILY OWNED DATA COLLECTION COMPANIES that have no inherent right to your SSN. My CPN was presented in Federal Court and the judge threw it out. The federal government knows they are legal and knows you have a right to use them. You just can’t use them for identity theft or fraudulent purposes.
The FBI has stated that CPN’s are legal.
